February 2005
At last we have a long term vision for a 14-19 education system. Reform is long overdue.
The Tomlinson Report provides a way forward in that it meets and suggests ways of dealing with many of the criticisms of the current examinations framework.
It lays the ground for a careful and planned progression from 14 through to 19.
GCSE, AS and A Levels will not disappear overnight and students studying for these examinations should be confident that their value will recognised by employers and education providers for many year to come, in the came way that GCE 'O' Level is still respected.
Tomlinson suggests a baccalaureate style system that broadens study for all students. Business and higher education will welcome Tomlinson's proposals. It gives employers virtually everything they want and it provides universities with an advanced Diploma which is suitable for entrance to higher education.
The Diploma will remove artificial barriers between routes and will recognises a core of achievement at all levels across maths, English, IT, communication skills, extra curricular activities and a personal project in addition to specialised subjects.
